The consolidation of the Byelaws has been done for the purposes of securing the cleanliness of premises registered under Section 15 of the Local Government (Miscellaneous Provisions ) Act 1982 and fittings in those premises and of the registered persons and persons assisting in them and in the cleansing and , so far as appropriate sterilisation of instruments materials and equipment used in connection with the businesses that carry out Acupuncture, Cosmetic Piercing, Electrolysis, Tattooing and Semi-Permanent Skin Colouring. This is to prevent skin infections, allergic or toxic reactions to the substances used and the transmission of blood borne viruses such as Hepatitis or HIV.
The council is considering adopting the model consolidated byelaws issued by the Department of Health. As part of this process the council is duty bound to consult with all interested parties affected by the byelaws, these have been consolidated into the draft byelaws document.
